Nature Conservation Strategy

The Environment Act 2021 establishes a comprehensive framework for environmental protection and sustainability. This new mandatory system of spatial strategies for nature, will be locally led by an appropriate ‘responsible authority’. In this region, the responsible authority is the Liverpool City Region Combined Authority (LCRCA). The act requires the production of Local Nature Recovery Strategies (LNRS).

LNRSs will guide smooth and effective delivery of biodiversity net gain and other nature recovery measures by helping developers and planning authorities avoid the most valuable existing habitat and focus on habitat creation or improvement where it will achieve the best outcomes. Each strategy will, for the area that it covers:

  • Map the most valuable existing habitat for nature
  • Map specific proposals for creating or improving habitat for nature and wider environment goals; and
  • Agree priorities for nature’s recovery

The government’s ambition is for England to be a great place to live, with a healthy natural environment on land and at sea that benefits people and the economy.

Natural England's Conservation Strategy for the 21st Century

The Nature Conservation Strategies will be produced by March 2025 as a Supplementary Planning Document to ensure there is a clear understanding of the priorities for the management of the coast and a clear identification of the wider benefits for both the community and for Sefton’s economic growth.

The market will essentially fund much of the aspirations contained in the strategy, supplemented by funding applications for further public finance.
