What are the proposed Works?
The proposed scheme will comprise of a range of junction, cycleway, footway and highway improvement works along the A59 Northway in Maghull between the Dodds Lane junction and the West Lancashire borough boundary, approx. 1.5km to the north. The scheme will involve four main elements.
- Highway and footway work on Kenyons Lane – associated with the Planning conditions for the new housing development on the West side.
- Modification to the Kenyons Lane junction with the introduction of a new CYCLOPS signal arrangement.
- The creation of segregated cycle routes along both sides of the A59 between Dodds Lane and Robbins Island roundabout
- and the continuation of the cycle routes around the junction with Robins Island including controlled push button facilitates for pedestrians and cyclists across the A59.
As part of these works the Council will also implement a reduction of the speed limit between Kenyons Lane and the borough boundary from the current 60 mph to 40 mph. The plan below gives a broad overview of the scheme.

What is the aim of these Works?
The purpose of these works is to improve the facilities for both pedestrians and cyclists along the A59 Corridor to promote active travel and safety for all users.
What will happen south of Dodds Lane?
The Council have an aspiration to continue the theme of pedestrian and cycle improvements along the A59 with further proposals planned if funding can be procured.
What are the scheme details?
HIGHWAY AND FOOTWAY WORKS ALONG KENYONS LANE (WEST SIDE)
As part of the Bellway Homes development on the west side of Kenyons Lane there is a number of footway and highway improvement works to be completed up to the new junction. These will comprise of footway and carriageway works including new surfacing.
KENYONS LANE JUNCTION
The works at the Kenyons lane junction will comprise of the introduction of a new CYCLOPS signal junction, the first of its kind within Sefton.
CYCLOPS (CYCLe Optimised Protected Signals) is a traffic signal junction design technique that protects cyclists by providing an external orbital cycle route, separating cyclists from pedestrians and general traffic.
The junction modifications will also include controlled crossings for pedestrians, providing a safer means for pedestrians to cross the A59 and linking the east and west sides of Kenyons Lane, including the park with the proposed housing development on the west side.
In addition to the above the junction will also be modified to increase capacity and safety. Both sides of Kenyons Lane will be increased to 2 lanes at the junction and right turning traffic off the A59 will be segregated to allow them to turn safely without any oncoming traffic.

SEGREGATED CYCLE ROUTES
Between the Dodds Lane junction and the north side of Robbins Island roundabout the existing footway (on both sides of the A59) will widened to provide a segregated 2m wide footway and 2m wide cycle lane, together with a grass verge alongside the carriageway. The cycle lane will be uni-directional meaning cyclists should only travel in one direction.
The surfacing will be bituminous and black in colour along most of the new segregated routes. It is only proposed to use the green colouring at the main junctions.

This element of the scheme will be similar in nature to a section of segregated footway / cycleway installed along the Formby Bypass last year. See image on the left from the Formby Bypass
ROBBINS ROUNDABOUT
The theme of segregated footway and cycle way is continued around the roundabout to provide a continuous route for cyclists. There will be two new signalised crossings; the first across the Liverpool Road junction and the second across the A59 on the north side of the roundabout providing a safer means for all users to cross.
The speed limit on both the northbound and southbound approaches to the roundabout will be decreased to 40 mph.
The image below is a coloured plan of the proposed layout. As previously the yellow colour of the cycle lanes shown on the plan is for schematic purposes only to highlight the cycle route. The final colour of the cycle lanes on the roundabout will be a green.
